The larger toe-side fin is tuned to harness power and drive off the bottom while the smaller heel-side fins handle tight, responsive redirection — the drive lands under a goofy-footer's front foot and the quick fins live where you actually pivot.
On an asym shape ridden goofy, this set keeps both rails loaded through a turn instead of compromising for symmetry — a powerful toe-side bottom turn and a snappy heel-side off the top. It's for a goofy rider already on an asymmetrical board; regular-footers need the regular layout, and on a symmetrical board a matched thruster or twin is the simpler, better answer.
